Timeless is not the same as motionless,
The common contention is that change is required for time to pass. So if there's no change---motion being a change in position---time will not have passed; although I tried to suggest differently in my OP.

there is no motionless just a difference reference frame from an observer point of view.
Yes there is. It was one of the stipulations in my scenario. And there's no necessity of an observer. My scenario didn't have any.
