Since I'm theist, I will venture to reply.

The present problems with more powerful hurricanes and more frequent floods are due to climate change, brought on by CO2 emissions and other gases from industrialization.

The world has always had natural disasters -- they are simply part of nature. Indeed if you go back in time, there were ages such as "snowball earth" where the entire earth was covered with glaciers, or times when it was so hot that life couldn't exist. A world without natural disasters would be a world without functional order.

Were you assuming that theists don't believe in the laws of nature?
I do assume that genuine theists believe that their God(s) can control everything.
Are you saying that your God can't control nature?
