Yes, if someone comes into your neighborhood and starts taking pictures of children (minors), then someone should be asking questions as to why. However, in the case of the man taking pictures of building? That rationale has been used by the police in Florida city (West Palm Beach?) for many years. Basically, if you're black and in their city, the police will pick you up for questioning. It's not going over so well with the courts either. It's been a year or more since I've seen a news article on yet another incident so they're either getting better at hiding it or using tactics that can't be proven in court....such as having a police car follow the person around until they leave their city.
