It's required of everyone to show their distress at blasphemy. The High Priest didn't do it in private. It was an example to the people.
Yes, he did it publicly. Iirc, in the gospels, it's written that Caiaphas tore his robes yelling "he has blasphemed!" when Jesus answered to being the son of God in front of the Sanhedrin. But I wasn't there... or maybe I was?... and I just don't remember...
