It really isn't, as Fascist ideology tends to posit a universal order or law that they are adhering to. I was confused, myself, when I was in a Reddit discussing nihilism and some identified themselves as fascists. Nihilism seems more likely for far-left ideologies like Marxism.

To me, a component of fascistic thinking is to promote religion but not really believe or adhere to its moral guidance; for the leader to promote putting the country first while actually putting himself first; for the followers to promote strict law and order as a cudgel against their opponents, but will make any excuse when the leader breaks the rules.
That’s not “nihilism” I suppose, but, it is bankrupt of values or rules higher than one’s own tribe. Like the mafia. James Comey said he was struck when talking to Trump how he seemed devoid of some overarching system of values higher than self interest - a trait he said is common in the mafia (and he knows, as former head of the FBI).
