Most denominations need some type of excuse not to go out and spread hate on people their book doesn't like.
The US mentality is that we're supposed to always be the good guys, no matter the situation.
As it turns out, we are quite often the bad guys and our military has killed many innocents on their superiors orders.

The police are never my first option here, they're ridiculous.
My run ins with them from just a few years ago was all I needed to know they weren't on my side, and that their bigotry interferes with their job.
They would likely come out and harass the kids too, other than situations such as this...
My boss had called the police, his office has the security monitors so I assumed he would.

Besides the brutality of it, it is a rather good tactic.
ISIS will torture people in the streets, cartels will do similar, but nothing really strikes fear into the people like the public rape of your family members.
