Xi seems to be quite convinced that this is happening
Or....
He finds it useful to loudly proclaim that China has been bullied.

It appears to be a tool. I vaguely recall that at least once before,
dangerous demagogues have proclaimed some group to be a
great existential threat in order to whip up hysterical support.

It's interesting, seeing the definition of "to bully" ... "someone (Xi) perceived as vulnerable"
So, I wonder if Xi sees himself as vulnerable. If that's true, then we better don't bully the poor guy again

I suggest strength, negotiation, & peace.
