Lower law indeed. Anyone who commands anyone to stone homosexuals for their homosexuality is a monster.

...oh wait that includes your god.
The Law of Moses was given only to the children of Israel and the entire nation of Israel had covenanted with God by promising that they would do all that He commanded them.

The fact that Israel had become a covenant people meant that they were held up to a higher standard of obligation. The entirety of the people were judged as a single unit. If one person lived contrary to God's Law, then all of Israel would be punished.

If the people kept the commandments of God, they were blessed immeasurably, according to the covenant they had made.

Because of the covenant that Israel had made with God, He was obligated to preserve and guide the children of Israel as long as they remained faithful.

No one was forced to remain in Israelite lands. If someone wanted to live contrary to the Law of Moses, they could leave Israel whenever they desired.

However, if someone wanted to live contrary to the Law and also decided to remain among the covenant people, they were subject to that Law.

God does not require the eradication of sin among the people of the United States (or any other country) because not all of the people have covenanted with the Lord to keep His commandments.

However, because the entire nation of Israel had entered into that covenant, they were obligated to purge themselves of those who would defile them.

There was nothing wrong with living that Law in Israel, but the Lord does not condone it in the nation's of today, because no nation has covenanted with Him.
