Not really, you need a motive that you want to change society. An agenda. If someone just kills someone else or even a group of people they aren't a terrorist if we don't find something they wanted to achieve in the targeted society by that. It doesn't matter how misguided they are or how stupid they are in choosing their targets.

These aren't terrorists but criminals, they don't care about making terror but they care to achieve
their goals, their purpose isn't making terrorism and fear among civilians but to cause a great
number of casualties, IOW they want to kill as much as they can.

I know that it is a bit counter-intuitive, FearGod, but in the English language, just because something causes terror does not automatically mean that an act of terrorism is involved. That is simply not how the expression is used.

The word terrorism is derived from the word terror.
If i say to you that i'm gonna kill you, then i'm a terrorist regardless
of the reason, i just caused you to worry and to feel fear about what
i'm gonna to do, causing terror to the civilians regardless of the reason
