After the person is fully in and past the first stage of puberty and has received a sexual education and consent course.
Around 14 would likely be the average for that.

The reason I say this is because virginity has become an arbitrary thing to millennials, many have no trouble getting laid at this age.
I recall catching middle school kids having sex in the bathroom once, while I myself was also in middle school.
I see it now too, there are many kids that couple up around that age and they'll come in the library I work at, often after school.

Of course there should be regulations is place so that kids can't marry until a later age, and to stop 40 year olds from involving themselves with the kids.
But I feel that they are allowed to do what they please with their body, so long as it's consensual it's non of my business.
I would also like to stop the naggy religious people from talking down on them, but all i can say is "be quiet in the library". :(

As a parent of four former 14 year olds, I can say with certainty that none of my kids were ready to have responsible sex at that age.

Sixteen.
Which is the age of consent where I live anyway. Not that age of consent makes any difference to teenagers themselves whatsoever. So really it's only aimed at and required of adults, So yeah sixteen.

Although I have mixed feelings (because I don't think children--essentially, anyone under age 40:p--should be having babies), Once puberty hits, as long as everyone has proper sex education and uses protection with others their own age, I really don't have a problem. Key here is "own age." When the partners are at, say, age 15, the range should be plus or minus a year. At age 25, maybe a 5-year or so range...adults shouldn't be having sex with teenagers...

That said, our culture here in America is warped in regards to sex...some portions of society are pretty relaxed about it, but others are just way too repressed--it's resulted in stupid laws and stupid policies and stupid behaviors. Heck, a mother can't even nurse in public because historically America has been ruled by prudes...

Once someone is 18, they get to decide who to have sex with even if it's a creepy 40 year old.

You have to hope you've raised your kids to employ that wise discernment you tried to pound into their heads. ;)

Why is it creepy that a 40 year old would want to have an 18 year old? A man is driven to seek out young fertile women, not other 40 year olds who are halfway to menopause.

what about a 40 yo woman going after an 18 yo? And what the heck does menopause have to do with having sex? And we haven't really broached the subject of same-sex relationships...I'm not sure I agree or disagree with the assertion that older men are "driven" to seek younger partners...I don't think there's any conclusive evidence that doesn't show a significant cultural impact, but I'm not really familiar with the scientific literature...

while I do understand that some young folk want older partners, and some older folk want younger partners, it is the maturity and power factors that I am concerned with...which of course, are not necessarily associated with age.

That would be less normal. Menopause has a lot to do with sex. People are driven to have sex because of a drive to reproduce. A young female will conceive children faster and the children tend to be healthier. I believe one scientific journal reported that women who conceive after their mid thirties have a higher chance of having a Down Syndrome child, i.e, an unhealthy one. Of course older men are driven to seek young women. They are more visually appealing and overall healthier. One of my great loves was 20 years older than me :p

Hmm. It's difficult for me. Not being too much older/younger is the real issue. Getting that out of the way for me as long as you can do it, then do it. Why wait till you are 16 if you have to fight those feelings starting at more or less 13?

well, I'm glad you had a good experience. Sex, I think though, is a bit more complex than a simple drive for reproduction--it's a social matter, and sex does not end for women with menopause or age, unlike in many species--and it certainly does not hinge just on appearance and health!

That said, scientific evidence also seems to show that men who have children at older ages also have a high risk of having not so okay children.

And there was a show recently in my country that showed Cougars who went after men 20 to 30 years younger than themselves.
