In the House of Representatives at this point, it's more accurate to say that the representatives get to choose their voters, rather than the other way around.
Austin, TX, for example, is parceled up into the corners of 7 different districts, just so that a large population of liberals will be diluted into several mostly conservative districts. It's grotesquely undemocratic. Then again, the Southern US has always had a thing against democracy. :/
Admittedly, when possible, Democrats try to do this too, but there is no question whatever that the GOP is the Grand Champion sine qua non.
