The entire system was set up by Mohammed and his clan or whomever started the Quran myths. It was made in such a way that there would be cohesiveness and no questions asked. The system has continued on for centuries since Islam was created.
The same thing happened in every other religion, until they decided to come to the 21st century. Islam is still stuck in the 600s and is stubbornly refusing to budge.
