Yep Cain murdered his brother. Did God comdemn him to Hell for eternity?

Nope, God just ran him out of his homeland to another where he found a wife and built a civilization.

He told Cain that he had to pay

He has not yet paid

In the book Ishmael, the author argues that the story of Cain and Abel embodies the conflict between the old hunting/gathering lifestyle and the new rise of agriculture. Cain, the farmer, kills Abel, the hunter, playing out the violent take over of land by the spread of agriculture. Cain was therefore was banished (or banished himself) from the old lifestyle, and thereby forced to build an entirely new form of civilization.
