How are people notified that a bill is at the stage where public input is requested?

Incorrect. The links do address the question. If someone wants to keep abreast of bills in process they have to make an effort to go to the bill tracking websites in their state or at the federal level and do the research and find those subjects of interest.
The links I shared are full of information.

California governor signs bill on presidential tax returns

The bill is unconstitutional under California state and the federal Constitution.
There are no tax return requirements under the federal Constitution and the supremacy clause makes the federal Constitution the supreme law of the land. This is a sorry political move.

Should be interesting to watch what happens to this illegal law.

Nope. Not unconstitutional. All states may set the requirements for being on their ballots. The Fed has very few guidelines, mostly along the ideas of you can't be racist, sexist, etc. Oh, and this'll get you up in a twist, you cannot instill RELIGIOUS requirements either.

Alas, several states are in violation of that last one -- but nobody's sued them over it, so it stands...

Even if this law is overturned it may be a win for the Democrats. Think of it they ar forcing Trump to declare that he will not release his tax returns. Considering that he promised to do so a long time ago this can only make him look bad.
