Yes, God can't move any rock.
I'm a rock falling and God can't lift me because of my own ignorance and clinging to the earth. He can help me and I will pray he does, but the ball is in my court.
Quran expresses impossibility of God guiding certain people.
We can't despair of his mercy and compassion, but we have to know, God can't do the impossible either, and so we need to take responsibility. And we need to help one another too, because, God doesn't have a body on earth and his Guardian leader he appointed is hidden for a reason.

How can Allah guide a people who disbelieved after their belief and had witnessed that the Messenger is true and clear signs had come to them? And Allah does not guide the oppressing people.
