I wouldn't worry yourself over it. The Klan are pretty much anti-everyone who isn't a white Anglo-Saxon Protestant.

Anymore, I'm not even sure most Americans are even aware they still exist (they tend to be mostly found in the "Bible Belt" states, as the Klan are technically Christian).
And here we have the concept of freedom of speech. With few restrictions (shouting fire in a crowded theater when there is none is a common example of a restriction due to the high risk of injury from the chaos), we can say just about anything we want. You may hear things you don't like or agree with, but it challenges us, forces us to learn, and to get along (for the most part, anyways). It also gives us the freedom to ask questions when we hear things we don't agree with or like, debate, discuss, and freely exchange ideas.
Why would you think he might have changed his mind?
If he had, it would be big news in the USA. But he is now running for high office and I haven't heard anything like repentance. Quite the opposite, something in his platform about preserving white euro culture or something.

Without such protection, government could silence opposition by merely declaring it hateful.

Protection of unpopular speech is important. More so than trying to silence people, because then the government could silence whoever they want. Including Muslims or people who don't want more war in the Middle East, for example.

You mean Americans. Most other Western nations have restrictions such as hate speech laws, where someone like Duke would likely be in jail for inciting racial hatred. People are often denied entry into those countries for their hateful views.
