I don't follow what you are saying. How will you calculate those costs?
Figure out how much carbon is in a gallon of gasoline.
Figure out how much it costs, given current technology, to remove that much from the air.
Add the cost to a gallon of gasoline.
Or require closed systems for burning it, so it doesn't pollute the atmosphere for the people who didn't pump, sell, or use it.

No, $100/barrel. Not 100 billion.
That's undoubtedly insufficient to cover the actual costs of using the petroleum, including waste disposal. But it would go a long way towards improving the economic viability of sustainable energy.
The single biggest reason that fossil fuels are more economical than sustainable energy is because users can generally dump their waste products without cost to them.
Require users to clean up their own mess and fossil fuels are extremely expensive to the users. Allowing fossil fuel users to dispose of the emissions for free is a huge subsidy, without which the fuel wouldn't be all that attractive.
