Does anything happen that is not Gods will?

So viruses, genetic mutations, combustible powders that send metal objects through humans organs... that was all necessary for free will?

Yes, sorry if you don't like it. Some people can't accept the idea of bad things happening to people for any reason.

I should add I'm a reincarnationist like the Chasids.

But there are many things that happen that we'd consider to be less than ideal. Does this mean that divine order/reality is in fact disordered, or does it mean that our perception of it is disordered?
It's all in the perception.

Or, to put it another way, is the evil that we see in the world the result of an evil god, or is it actually good that we've simply mistaken for evil?
Reality can be chaotic at times and that's just the way it is. I don't know if it's an "evil god" or if it's a "good" mistaken for "evil".
I just know that it is what it is.

God's will is only concerned with the big picture and free will is concerned with the minor things like hobbies, likes and dislikes etc.?
Being concerned of a persons fate but not the minor things is an interesting idea though I sometimes wonder if each person is even significant in the big picture. The thing is that god would have set the course for how things are and will be as God being the cause of determinism. I think God would have to do something in order give us the ability to have free will by giving us the ability to make choices outside of cause and effect.

The issue then is the sense of individuality which comes with the sense of choice and consequence (gain and loss). Because if we removed individuality and emotional response from the picture we would really just be doing what God wills i.e. determined, but not care.

Well I can be apathetic but there are points I draw the line just like anyone else. Is it us drawing the line and not god?
Haha. Well then I am left wondering how relevant God's agenda is to human's. He obviously ain't concern with us if suffering doesn't make the to-do list.
After a billion years of this nonsense god probably turned off the alarm.
