Personally, I would rather have my picture taken at an airport than be blown up by some lunatic with a bomb who does not want me to be alarmed while he sneaks close enough to blow himself up along with a bunch of innocent people.
No one said people shouldn't be alarmed by terrorism. It was in reference to increased police presence. He didn't want people to think it was a police state.

Yes, the Mayor of London said people should not be alarmed by the recent events. This is giving a false feeling that there is no problem.
He didn't say that. He said people shouldn't be alarmed by the heightened police presence, as well as the presence of armed police officers. That is a state of a high alert. It's acknowledging there is a problem. It works best if people remain calm. Fear, panic, and chaos are the weapons of a terrorists. By people remaining calm, it makes it easier for the police and military to do their jobs and handle the problem.

The increased police presence was because of terrorism. When someone says you should not be alarmed it sounds like there is no problem. But there is a problem and there is a very good reason to be alarmed because of the terrorism and the increased police response. This is exactly the kind of thing the terrorists would tell people. Do not be alarmed, there is no problem. Pretend everything is fine while we plan our next attack.

When someone says you should not be alarmed it sounds like there is no problem.
It's saying if you see the police, don't panic and remain calm. What it isn't saying is just ignore everything you see and don't bother reporting suspicious behavior. It's not saying we're just going to ignore the problem, it's saying hey this is what's up and there will be an increased police presence. If anything, it may have saved them a from getting a ton of extra calls asking what's up with the police.
