The thing is, however, that to sign the petition (which is requirement for winning) it is necessary to be a registered voter in one of the 7 battleground states. That could tip it into the illegal, since it is not only illegal to pay (or reward) someone for voting, it is also illegal to pay or reward them for registering.

But they are not being paid for voting, only for signing an irrelevant petition to be presented to whom? That they might feel an obligation to vote for the opinion of the payer is too ambiguous to count for much. It is despicable behaviour by someone with more money than is good for him, but ultimately he can give it to anyone he wants to do long as there is not a formal expectation and since it is available to any registrant that is already bypassed. I'm sure Musk ran this by at least a few lawyers and at least that may be why it is only available to already registered.

It is like handing out water, legal outside of the defined voting area but not within.
