Unfortunately you didn't tell us what bug fossil you are talking about. If you could give us a link, I might be able to find out something about it.
I'd love to hear more about that testing, what they tested and how they figured that it evolved.
They probably determined the bug's stratigraphic age (what period, epoch and age it belonged to) from the index fossils that occurred in the same rock outcrop. They would then have found the chronological age from the
geological time scale that has been determined from
radiometric dating of igneous rocks found in rocks of the same age. There are plenty of books and websites about radiometric dating and the geological time scale. You could start with the Wikipedia articles on these two topics (in bold) and the references therein. I don't know anything about the evolution of the bug.
