Well she sides with due process and avoidance of unintended consequences.

RE: Senate Bill 1129: unlawful occupants; property; removal President Petersen,
Today, I vetoed Senate Bill 1129. This bill fails to leverage existing legal mechanisms, respect the due process rights of lawful tenants, and minimize unintended consequences, such as for victims of domestic violence.
Sincerely,
Katie Hobbs Governor State of Arizona

Due process should be something other than giving
squatters the right to live rent free for possibly years
at the expense of the homeowner.

Whatever law was already on the books, this law would have allowed same day evictions without any due process on the landowners say so.

An actual tenant with the legal right to
possess the property would be able to
win a big award in court from a landlord
whose mis-representation caused eviction.
That would be a powerful check on any
lessor intending malice.
