Evil? No. Good? No. It just is, but with the notion that it does distract you from the nature of reality. While the act of masturbation itself is just physical phenomena, it is the desire and intent behind it that is considered to be a mental defilement. Something that will likely keep you trapped to Samsara. I do believe that its karmic effect is lesser than that of an intercourse, though, but still purposeless.
As there is no god, no cosmic force is 'hating' on you for masturbating, it simply has consequences in karmic continuum: maybe you find some fantasies that you rather would not have thought of, maybe it gets addictive, but most certainly it causes distance between you and state of enlightenment.
Sin? No. Bliss? Certainly not so.
