It wasn't considered cheating in my days(early 1950s + ish). Whole neighbourhoods participated.

They are for playing. With one hand, throw the others in the air and then pick one up from the ground, without letting the first ones fall.

We called that knuckles here and used the dried bone joints from legs of lamb.
