Exactly! Rather a lot of my students don't have a country to go "back" to in any case, or would be severed from their families or put in physical danger if they did. They are citizenship bound, and would happily take advantage of a real path to citizenship (like the one Republicans killed in 2012).Wait... all kids are on the dole. They don't add one whit to the GNP. However, those going to school are on their way to being productive citizens. They are an investment and a good one at that. Most who come to America, legally or illegally, are here to stay. Refugees very rarely go back to their COO and that's good for us. We want to capitalize on our investment and the only way for that to happen is for them to stay.
