Likely not, but the question is, when would he have broken his agreements? As I said already, the Final Solution was not the first solution. There were prior ones, as presented above. Other "solutions" were needed based on the capabilities and resources available to the Nazi regime at the time. Presumably, if Hitler saw that he was in a position to conquer the world, he would have tried to do that. That's the reason he broke his deals with the Brits and the Russians, because he saw that he was able to. Now, going back to the hypothetical: Jews being deported to one location - not killed, deported. What happens next? Would Hitler have subsequently killed all of them immediately? Probably not, because that could've been accomplished in Europe. So Hitler waits for some time. During this waiting period, any number of key factors may change, turning the table. Really, who knows what would have happened?
