Since it's based upon jus sanguinis.
In other words, if in Canada there are Italo-Canadians, they can move here and they will get the citizenship after 5 seconds, with a DNA test.

It depends on what one means by ethno-state.
As in all countries, there are migrants who come from all continents and they become European citizens.
Nothing wrong with that.
But the ethnic identity of a country remains.
