I don't think so, love is an emotion, a feeling or deep affection. Humans and many animals are capable of love but i wouldn't consider it omnipresent simply because some people/animals do not or cannot experience love.

I'm not convinced that there are people or animals that cannot experience love. I think that some simply cannot express it due to barriers resulting from ego.

I think of it as describing things like behaviors and the like, but not a thing in itself because love has multiple meanings and covers a fair amount of variation on how the concept is portrayed.
