Men in the West are dressed in full; women are dressed half , quarter or less

These dresses are OK but these are not representative dresses that we see in everyday in the West.

There is a lot more to it.
Nope, that's basically what woman wear for everyday sort of clothing here. Jeans and a t-shirt, jeans and a hoodie, shorts and a t-shirt, depending on the weather. You know, like what men here wear too.

At any given time, any one of us may be fully clothed, partially clothed, or totally naked. Why should we be ashamed of our bare bodies? There doesn't have to necessarily be a sexual connotation, although even if sexual stimulation did occur, it doesn't have to dictate any particular response. We cannot control how others dress. We can only control how we respond to it. You'll never be able to control nature by dictating dress codes. The only aspect of nature we are responsible for controlling is our own.

Apparently, it's okay for men to be in control of their attire, but women simply are unable to dress themselves appropriately.

Yeah, well, you also can't control what others think. It's illusory for some men to assume that how a women dresses should warrant any particular judgment or criticism. If they were a virtuous man then they should be able to suspend judgment long enough to actually get to know the individual in question. They would neither fear nor seek to dominate any form presented before them.
