Where I'm from it depends on your gender. If you're female, it's a tank top and perfectly acceptable to wear alone or layered. If you're a male, it's an undershirt when worn under typically a button down shirt or as a pajama top, or a wife beater when worn alone.

Singlets are tight fitting one piece garments such as wrestlers wear. Vests open down the front.

It's an undershirt, in a style commonly called wife beater if a guy wears it.

In Britian, would those still be called vests?

Is there actually a difference between a singlet and a vest?

In America, that would referred to as an A shirt because (the cut obviously, and) it's the sort meant to be worn under a number layering of clothing. Often referred to as a tank-top, jokingly referred to as wife-beater sometimes. And then I'm sure there is a thousand possible terms in all the various human languages.
