No it hasn't as Facebook must adhere to national laws in nations it wishes to operate such as business laws as Facebook is a business, and has been a for-profit one for 6 years. Facebook isn't something that just "exists" as some mysterious mist of the internet. It is a business; property, assets, contracts, employees, etc.
The internet isn't some commons. You must have a contact with an internet provider which must follow laws and regulation of the nation it operates in. You are legally responsible for what you say and do on the internet these days hence cyber-bullying is considered a crime in many nations. Websites you sign up for are member based services. The companies that run these sites are real and have an HQ along with it's own source or contracted internet services.
Facebook merely exposed itself for what it is, for-profit, to those that didn't clue in years ago.
I agree that it's a commons with some regulations, but it's still a sort of commons.
I have very close to home experiences with the degree to which cyber bullying is NOT a crime.
Of course I understand the corporate nature of facebook and their ilk, I'm a silicon-valley-adjacent geek.
