Here's Trump's first try at this when he instituted a policy of indefinite detention. Does this look like a barracks to you?

No one wanted to do menial labor. Do you want to work in agricultural labor for 2 dollars an hour or less. Your food industry helped create the mess.
No it's the poor management by government leaders, primarily Democrats , that had made the mess by encouraging people to flood the borders holding the doors wide open with red carpet benefits and perks on top of it all.
