The cops likely did as they were trained to do, but I don't think their response was appropriate.....
The guy was causing no trouble when they saw him.
They shouted much which was unintelligible.
They threw his cel phone into a bush.
They needlessly distressed him (knee on the neck, guns, shouting, cuffing) him to the point it became a medical issue.

More thougths....
It's always good to avoid cops.
Violence is the default approach for many.
While he has a right to dress as he does, it's a bad idea to do so in a suburb of Cleveland Ohio....except on Halloween.

I hope the cops address the issue of the gal who made the false police report.
Even if in error, she needs a stern talking to.

Yes, I do see some details as inappropriate; namely the knee to the neck and tossing the cell phone into the bushes. The knee to the neck is done and cannot be undone. They seemed to get back to planet consideration getting the cell phone and un-handcuffing him instead of pushing him into the SUV and taking him to the police station first thing. I feel bad for the guy for passing out like that. That must have been a real shock.

Aye, he was certainly the wrong person in the wrong place at the wrong time.
He should visit here instead (SE MI). We have a huge mid-east ex-pat population.

All kidding aside I have asked a law enforcement friend this question:

You are eating in a restaurant and a Mid-Eastern looking man comes running into the place carrying a back pack and screaming "Allahu Akbar", would you be justified in shooting the guy in self defense?

Thoughts?

I think all cops are either buffoons or jerks. Many are narcissists or power hungry.

That being said, I was only child when I was in Saudi, I didn't interact with them. I'm sure many are like that even there. I do remember them accompanying the obese Mutawas, who would bark at random people and the cops would try to reason with him. Lol.

You are eating in a restaurant and a Mid-Eastern looking man comes running into the place carrying a back pack and screaming "Allahu Akbar", would you be justified in shooting the guy in self defense?

Where is the restaurant? Remember when Donald Trump said he saw on TV thousands of Middle Eastern people cheering in the streets of Jersey City shortly after 911? Well, it wasn’t Jersey City. It was Paterson, NJ. I’m familiar with the Paterson story. Trump had his facts wrong. The reason why I bring up Paterson is because Paterson has the second largest concentration of Muslims in the country. Paterson is about 5 miles from where I live. It wouldn’t be unusual to see a Middle Eastern guy in my area running into a restaurant with a backpack when there is a school in close proximity.

I think I could do that if I'm a terr... I mean a tourist in USA. I carry my stuff in a bag tied to my body and when I really need something badly (really hungry in this context) I say Allahu Akbar.

I would report them, of course. But I don't get your point... what kind of uniform is the man wearing and did he publicly declare allegiance to an organization that has a reputation for bloodthirsty deliberate attacks against civilians - often via suicide bombers? Also, many people work in crazy business fields and hold multiple disposable phones. I don't see a problem with that!

And why would the police shoot him anyway, with the given case scenario of the report and the video?
The clerk apparently believed he was publically announcing his allegiance to ISIS (the bloodthirsty organisation) and people can often mistake a distinct foreign dress style as a sort of "uniform".

Also, given the reputation of a lot of American cops, I am surprised they didn't shoot him.

Exactly, and what do some people link religious conservatism with? Religious fundamentalism.
So if someone (albeit falsely) sees a person with multiple disposable mobile phones proclaiming their allegiance to a fundamentalist radical Islamic sect whilst wearing conservative Islamic dress, they may "join the dots" in their panicked and paranoid state of mind.

Which shows how shallow (to put it as nicely as I can) your thinking is. I suspect that you've had more than your fair share of run-ins with the law. In fact I'd bet on it. My only request is that you never vote for anything, ever.

You mean just having the dress different? Hmm, I thought Americans knew enough about normal clean white Arab dresses to not confuse them with dirty dark colored dresses seen on the media on terrorists. But yeah, I guess she panicked. I don't really put blame on anyone except for the wording of the report and the miscommunication they talked about, if there was any.

Maybe cops have orders to apprehend I S I S suspects for interrogation instead of shooting them on sight?

That's traditional Saudi garb, nothing to do with whether he's conservative or liberal. I've seen Saudis and other gulf Arabs dressed like that hit the booze once they're at a Western airport. Strip clubs and prostitute bars in India often have Arabs dressed like that ready to get down. In fact it is so common that it's regularly referenced in Bollywood films.
