It's too complicated, too many words. Can you trim your platform down to like 3 or 4 sentences? Or, just run for dictator so we don't have to think at all.

To answer......
- The welfare state would be reduced because bureaucracy intensive programs like welfare, WIC, unemployment insurance, etc would be replaced by the simple low overhead $10K/person stipend.
- There will be enuf funds based upon the calculations The Cato Institute did. The proposed only a 17% income tax, which was revenue neutral at the time.
(Bet you didn't expect that I had financial analysis behind this, did yah! Although, it is someone else's.)
- The incentive to work is that they'd face either no income tax, or only 20% max.
- The tax is effectively progressive based upon the $10K/year/person stipend.
The net money paid to the fed begins at negative $10K/year/person, & becomes 0% at $50K/year/person.
Above that, it asymptotically increases to 20% max.
Interesting stuff, I'll have to look into it more.

From a libertarian point of view, I'm guessing you're not into subsidies much, but what about things that are considered important to a country. For example, if local agriculture is failing due to competition from cheaper foreign produce, what is the libertarian answer? Local food supply is important to any country right? Are subsidies an option, perhaps trade tariffs?

Foreign trade is complex, & I'm not ready to hold forth on it yet.
Note also that I cannot speak for other libertarians.
I only propose what I think will achieve libertarian goals within the following parameters.....
- I'm not assassinated.
- Voters will be pleased enuf to leave the system substantially in place after I leave.
A more radical libertarian agenda would not survive the above.
I'll take what I think I can get.

You need a slogan. Something catchy like "Revolt for Revoltingest!"
Or most likely something much better than that.
I can't think of anything.
But your idea is so good that you should start a thread soliciting suggestions.
(I would, but I think you deserve the credit for being the OP.)
