We can have microwave ovens but cannot have the ones that rotate the food or casters for our furniture. For instance, if some bank employees steal some money from the bank's private accounts, that's a conspiracy.
And the procurators aka district attorney investigate, by theorizing the conspiracy and then looking for evidence.
