No, abortion is a last resort when other forms of BC fail. You can be responsible and aware and still have BC fail.
As for taxpayers paying for fun, since health care is paid, to some extent, by public funds, we also pay for it if you your neck with your board, or if someone gets cancer because they smoke, or for the damages if you ride a motorcycle without a helmet. ALL of those are because of what people consider to be 'fun'. Are we going to stop paying for things like them?
Let's also note that it is possible to be 'responsible and aware' and still have accidents or failure of safety measures.
Ergo they were aware of what sex can result in so they are responsible for covering the cost of their acts, no one else.

I have advocated removing funding for smokers and people that take part in fun with a high risk of injury. More so people that take stupid risk as per not using a helmet should pay for 100% of their own stupidity.
