Silence is ... NOT perceived...the opposite of perceived. When one DOES NOT perceive sound, it's called silence.It is perceived.

I agree with all but the last statement. Silence is the absence of perception by who/what ever is not perceiving sound. Silence is nothing.Silence is the lack of vibrations in whatever medium. To us that medium is most probably air.
How is is measured also plays a part. For example a cat or bat will hear a different frequency range than humans. Or an audio analyser will register sounds far to quiet (silent) for humans to detect.
So, silence is perceived by who/what ever is not hearing sound.
