Well, no. People generally and incorrectly think that there is a connection between the two. That is why they (and you) pose questions that incorrectly assume a connection, then try to get people to answer questions based on that bogus assumption. The answer to your question, dear, is that there is no need to justify a belief in social services without a belief in a god until a dependency is has been demonstrated. Not just earnestly insisted on by folks like yourself.

Why elderly people who are near to their death do social-services ?

Probably for the same reasons I mentioned above. People tend to be more loyal and cooperative if they live in a society where their rights are honored and their well-being is considered by the society at large. If society takes care of its elderly up until death, then that provides a feeling of security among the general population who believe that they will also be taken care of when they get to that age.
