Years ago the Chinese gangs allowed non-Chinese to sell illegal fireworks in Chinatown close to Chinese New Year. They only charged them a small fee...then once they set up shop the Chinese gangs reported all these people selling illegal fireworks to the police...heck of a way to make some money AND get rid of the competition
