I wonder...is that a 100% chance over 2% of the area, or a 2% chance over 100% of the area?
I live in a state that seems to have microclimates. The weather can vary quite a bit over rather short distances. I have driven a mile or so and seen rain turn into snow. And speaking of snow my brother lives about seven miles away and if I get snow he gets twice as much or more. There are spots where there weather has a much better chance of being clear than areas less than thirty miles away. So here I would say that at times one might have rain over 2% over larger areas of the state.
