Strictly speaking, the "United States" on that planet (based on the storyline of the episode) would have existed hundreds, perhaps thousands of years before Earth's United States were ever formed.
Strictly speaking that's bunkum. They just evolved later. Or there was some time travel not noted in the episode.

My father is a Trekkie, so this would very likely sound familiar to him.

There are some creative "in universe" explanations for episodes like that. A lot of fans didn't like that episode, but I thought it was entertaining. I think the actor who played Captain Tracey stole the show. Morgan Woodward also played the role of Simon Van Gelder in another episode.

On one of the Trek boards I used to post on, there was a period where everyone was writing parody lyrics to the tune of Beatles' songs. I remember coming up with a song called "Simon Van Gelder," sung to the tune of "Eleanor Rigby." Unfortunately, all of those brilliant posts were lost when the message board self-destructed.

That sounds fun. My father was a Beatles fan back in his day, so he would probably enjoy that activity.

For about ten seconds, but then it came back.
