It was on fire when I laid down on it.
I actually called the police department (on their non emergency number) about a dog barking constantly for hours and hours. I don't normally do that but this had gotten out of hand. I felt sorry for the dog.

I just noticed that my next door neighbor has put drains toward my property, I think that's interesting and I will watch it for sure.

In most jurisdictions, if you drain water onto someone else's property you are financially liable for any damage caused. I know someone who sued an uphill neighbour after said neighbour drained their aboveground pool by dumping it down the hill and flooding my friend's basement. $120,000 in damage.
