IMO he would have hit his mark if Trump hadn't shifted his head in that split second to look at that screen(it was a tele-prompter with an image of border crossing stats if I remember right)
Good thing that screen he was looking at was off to the side instead of being on front of him.

In the first picture we see the slope of the roof the government snipers were on, in the second picture it is an areal view so the incline of the other roof can't be assessed in my view.
Actually he didn't, shrapnel from the microphone nicked Trumps ear if I recall.
