I came across this short clip from a Nixon interview in 1994. He makes some cogent predictions.

May I humbly interpret what he means by "Russian despotism" in this interview?

I am pretty sure and confident that by that definition he means Russia's war on those financial élites through despotic means, that is, by nationalizing the banking sector and all the strategic sectors of economy. In other words, barring those people from seizing Russia's wealth.
It is indisputable that he means that. Because there was already Yeltsin, and the Cold War was over.
So he didn't mean Communism at all.

I agree that he didn't mean communism, although what struck me is that Nixon thought we should help Russia and warned what the consequences of not helping Russia could be. We didn't help Russia at that crucial time and instead chose to take advantage of them in their hour of need. Their system fell apart into chaos, which is what led us to where we are now.

Well...helping Russia, by letting her into the NATO, for example.
