Voters do not determine policy in a representative government, and never have.

The idea that elections are the singularly most important lever by which to influence what laws get made and what policies are enacted is a really tragic misconception that, sadly, is still all too popular, but completely misses the way modern representative government actually works.
Put all the pieces on the table and it's a clear picture once pieced together.

This government both Democrats and Republicans only listen to corporations, the faux "We the People, and disregard real citizens in favor of corporations, since being declared by design as being 'people'.

Every single politician today is corporate focused and corporate compliant. It's why too big to fail exists and corporate bailouts exist. Special interest exists and lobbying exists. No across the board term limits exist.

The government is no longer in charge since these things started.

Anyone who doesn't vote serves The Oligarchy.
As does anyone who votes. That's the thing, voting (alone) has no effect on policies, money has.

The kind of people who take such
advice shouldn't be picking leaders.

The one thing that has measurable effect on legislative policies in modern democracy is lobbying.

Therefore, the sensible thing to do would be to organize into mass-organized pressure groups oriented towards specific legislative goals, who can put the thumbscrews on representatives with mass protests, boycotts media campaigns, targeted strikes and other measures of nonviolent rebellion.

Fixed that for you.
Lobbying alone doesn't cut it, you need the $$$ to incentivise the politicians to listen to you. There are three options:
- well funded lobbyists who can bribe the politician as well as threaten them with bribing their opponent (i.e. the constituency has to pony up that money).
- replace all corrupt politicians with moral ones (i.e. there have to be moral people running and the constituency has to be informed and they have to vote for them); this may take some time
- get money out of politics (i.e. prevent corporation from bribing your politicians)
