You're missing the point. The House does not need the permission of the Senate to investigate Trump and his family. It's those investigations -- which are all but certain to happen now -- that are rattling Trump. He knows his hour and the hour of his family is coming.
"Democrats"? "Controlling people"? Is that what the Republicans are telling their children these days? The party that wants to control people by denying gays a right to marriage? The party that wants to control people by ending abortion? The party that wants to control people by voter suppression?
The Republican agenda is to use wedge issues like gay marriage and abortion -- in combination with voter suppression -- to win elections so that they can continue their decades-long efforts to steal the money of the American middle class and give it to the uber-rich in this country. It doesn't take a rocket-scientist to see what's been going on for 40 years.

If to what your trying to say, is correct, then why is it that anything and everything goes before the Senate.
For instance, the Kavanaugh hearing. First went before Congress and then went before the Senate for Kavanaugh to be elected to the supreme Court.
If Congress is so important, then why does everything and anything goes before the Senate.
So that means Congress doesn't have the only say in matters. As you might think.
Even if Congress investigate Trump, but still that's as far as it can go, all because it still as to go before the Senate to be pass.
That's why there's Congress, the Senate and President.
Everything that Congress does has to go thru the Senate and the President first before Congress can do anything.
Everything does not depend on Congress, that's why there's 3 branches of Government.
1--President
2--Congress
3-- Senate.
So it doesn't depend only on Congress
Otherwise there wouldn't be no need for the Senate.
Congress draws up a bill, and then it goes to the Senate and then to the President before Congress can do anything.
