1 member per Senator. Each State has 2 Senators thus 100
1 member per Representative in the House Of Representatives. Currently there are 435 Representatives. Number of Representatives is determined by the Census
This gives a total of 535 and the District of Columbia gets 3 for a grand total of:
538
It takes 270 Electoral Votes to "win" the election.
