I caught a bit of an NPR interview with a guy who did some
research into Trump's relationships with banks. Interesting.
It confirmed my view that he's not the kind of guy I'd do business with.

Nope, all you said was it was misapplied you still refuse to explain how it was misapplied. You seem to think Congress holds ultimate power and it does not. It shares equal power with the other 2 branches, which is why it now goes to the court system.
