I never drove drunk either. But I remember how incredibly common it was with my parents and their generation, it was a joke to them. To them drinking and driving meant having a beer in the cupholder of the car and a case on the passenger seat.
"One for the road" was a common sentiment. I think Frank is requesting two for the road here unless his baby's is to go, since she's not there - just him and Joe the bartender - and it seems she's out of the picture anyway:

It's quarter to three, there's no one in the place except you and me
So, set 'em up, Joe, I got a little story I think you should know
We're drinkin', my friend, to the end of a brief episode
Make it one for my baby and one more for the road

About 30 years ago, my wife & I and another couple took 1st prize in a bowling tournament, went to a bar, and the next morning I thanked my wife for driving us home. She said she didn't drive-- I did.:oops:

It never got even remotely close to happening again.
