First of all it's not just "whites" who are racist, racism stems from ignorance that is not specific to any one race.I cannot see the picture, but not all instances of coincidence are necessarily racist. For instance, there is a stereotype about white people that we are racists. Does that mean pictures of Bush as Hitler are racist and offensive towards white people?
But when there have been centuries of intense demeaning and linking of Africans with primates there is a certain context a certain connotation that will always be associated with such pictures, like it or not that is the power of the historical narrative and will stay that way until racism is exterminated. Whenever that is.
A picture of Bush depicted as a Chimpanzee has one connotation, associating his lack of intelligence with that that of a Chimp.
While a picture of Obama depicting the same thing may have the same motive, a very situational may because the picture I linked deny that, it is undeniably caught up in the historical precedent of racism in the United States. It's a part of our culture that cannot disappear.
But pictures such as that of a pig or a donkey would be hard pressed to be defined as racist.
Also pictures of Bush as Hitler depend on the connotation of the picture.
